The European Central Bank will offer to pay banks that borrow money from it in what is the most radical scheme anywhere in the world to boost lending to consumers and companies.

The project would mean that banks qualify for billions of euros of initially free loans from the ECB and would get paid up to 0.4 per cent of what they borrow on condition that they lend more to companies or consumers.

The programme, which is the latest attempt to rekindle slow lending, will see the ECB release four rounds of four-year zero-rate loans to banks from June.

If it works, the plan will make it easier and cheaper for borrowers across the 19-member euro zone, although mortgage lending will be excluded.

Some critics have pointed to the failure of earlier similar ECB schemes and the reluctance of banks to lend as the economy struggles.

There will be a de facto upper limit of roughly 1.7 trillion euros (£1.3 trillion) on the size of the scheme, the ECB says, although its actual size will likely be far smaller than that.

Banks will get a chance to borrow in June, September and December as well as in March 2017.

Banks in the euro zone are allowed to borrow up to 30 per cent of their existing loans, which are estimated by the ECB to be at roughly 5.7 trillion euros.

After two years, ECB experts will test whether those banks have increased their loans, using a technical benchmark that reflects how much a bank had been lending previously.

Sarah Silverman as Hitler: Donald Trump ‘gets it’

(JTA) — Sarah Silverman just took the Trump-Hitler comparisons to the next level.

The Jewish comedian appeared on TBS’ “Conan” Thursday dressed as Adolf Hitler and took issue with her character being “unfavorably” equated with the Republican presidential front-runner in the media, as host Conan O’Brien put it.

“Don’t get me wrong, Conan, I agree with a lot of what he says. A lot. Like 90 percent of what he says, I’m like this guy gets it,” Silverman’s Hitler said after walking on stage to loud applause. “But it’s just, I don’t like the way he says it. It’s crass, you know?”

Silverman’s Hitler then criticized Trump for talking about his “penis size on national television.”

Marco Rubio at Florida synagogue: Israel ‘will not have a better friend than me’

(JTA) — Speaking at a Florida synagogue, Republican presidential candidate Marco Rubio promised that if he were elected president, “Israel will not have a better friend than me.”

“We are going to take a side and we are going to be on Israel’s,” the Florida senator said, according to USA Today. “I think Israel is willing to be incredibly accommodating and have proven their willingness to do so. The Palestinian Authority has never shown any willingness, in fact they have turned down some very generous offers in the past.”

At the press conference at Temple Beth El, the Florida senator and Republican presidential candidate repeated criticisms of Donald Trump he made during the Thursday night GOP debate.

Macedonia slams EU for ‘failing security’ in unprecedented refugee crisis

President of Macedonia Gjorge Ivanov has lambasted the EU for “completely losing sight” of security concerns as an unprecedented flood of refugees from war-torn Syria, Iraq, Afghanistan and other countries sweeps through Europe.

In the refugee crisis, the security situation has been entirely ignored.  If we had relied on Brussels rather than react ourselves, we would have been flooded with jihadists,” he said in an interview to the German newspaper Bild on Friday.

Some so-called refugees are travelling through the whole of Europe with false identities, and Greece is simply stamping their papers so that they continue on their journey. We have to assume that many of these people who were travelling with forged papers want to enter the EU via the refugee route as radical fighters,” he added.

Ivanov also said his country had so far seized some 9,000 forged or stolen passports, but was denied information sharing on suspected jihadists by EU countries, including Germany.

Britain has a ‘genuine and justified’ fear of mass immigration, the Archbishop of Canterbury declared last night.

The country’s most senior churchman said it was ‘absolutely outrageous’ to dismiss the public’s legitimate concerns as racist.

Archbishop Justin Welby warned: ‘There is a genuine fear. And it is really important that that fear is listened to and addressed. There have to be resources put in place that address those fears.’

He added: ‘What happens about housing? What happens about jobs? What happens about access to health services?’

Campaign groups last night welcomed his powerful intervention as a ‘marvellous breath of fresh air’. It comes after years in which the liberal Left has attacked those expressing concern about the unprecedented levels of immigration into Britain as bigots.

The city had which suffered a serious attack shortly before that, alongside two other attacks that night. “In recent months, the blood of Israel is spilling like water,” he said. “We cry every day for those dead and wounded. ”

Arab League declares Hezbollah a terror group

(JTA) — The Arab League has declared the Lebanon-based Shiite group Hezbollah a terrorist organization.

Lebanon and Iraq, which expressed “reservations,” were the only two members of the 22-member pan-Arab group not to vote in favor of the declaration Friday, according to the Times of Israel.

Iran, which funds Hezbollah, is not a member of the Arab League.

Nearly two pro-Saudi militants loyal to fugitive former Yemeni President Abd Rabbuh Mansur Hadi have been killed in an offensive by Yemeni army forces and allied fighters in the southwestern province of Ta’izz.

On Friday evening, at least 23 Saudi mercenaries were killed as Yemeni troops backed by fighters from Popular Committees mounted a rocket attack in the Dhubab district of the province, located about 350 kilometers (217 miles) south of the capital, Sana’a, Arabic-language al-Masirah satellite television network reported.

A senior commander, identified as Colonel Salem Mubarak, was among those killed in the offensive. As many as 50 militiamen were also wounded in the surprise attack.

Earlier in the day, Saudi military aircraft pounded Sirwah district in the central Yemeni province of Ma’rib, though no reports of casualties and the extent of damage caused were available.

Saudi jets also struck telecommunication towers in the Wahet district of the southwestern Lahij Province as well residential buildings in the al-Ta’iziyah district of Ta’izz Province, but not casualties were reported.

Yemen has been under military attacks by Saudi Arabia since late March last year. The Saudi military strikes were launched to supposedly undermine the Ansarullah movement and bring Hadi back to power.

At least 8,400 people, among them 2,236 children, have reportedly been killed and 16,015 others injured, since March. The strikes have also taken a heavy toll on the impoverished country’s facilities and infrastructure, destroying many hospitals, schools, and factories.

Donald Trump invokes Ivanka’s Jewish family to defend ‘neutral’ Israel stance

WASHINGTON (JTA) — Donald Trump maintained that he would be a neutral broker of Israeli-Palestinian peace, parrying tough criticism from his rivals in the latest Republican debate by noting his love for Israel and his daughter Ivanka Trump’s Jewish family.

Sen. Ted Cruz, R-Texas, was the first to challenge the real estate magnate on his Israel posture in the debate broadcast by CNN on Thursday from Miami, ahead of March 15 primaries in three states with substantial Jewish populations: Florida, Ohio and Illinois.

“On Israel, Donald has said he wants to be neutral between Israel and the Palestinians,” Cruz said.

“As president, I will not be neutral,” Cruz said, and cited the murder in a terrorist attack in Israel this week of Taylor Force, an American tourist from Cruz’s home state, Texas.

US textbook recalled following publication of maps deemed biased against Israel

(JTA) — McGraw-Hill Education, a major U.S. textbook publisher, announced the recall and planned destruction of a political science book containing maps that are deemed inaccurate and anti-Israel.

The book, “Global Politics: Engaging a Complex World,” was taken off McGraw-Hill Education’s website and slated for recall and destruction in recent weeks following complaints about the maps, the news site insidehighered.com reported Tuesday.

The book features four maps of what is now Israel, Gaza and the West Bank and says that it shows “Palestinian loss of land” from 1946 to 2000, with which many historians and supporters of Israel strongly disagree. The critics of these maps argue that they distort key facts, such as Jewish ownership of land before Israel became a country in 1948. McGraw-Hill Education received complaints over the maps from advocates of Israel.

A group of Palestinians have recently filed a $34.5-billion lawsuit against a series of pro-Israel corporations, individuals, and non-profit organizations, accusing them of helping the Israeli regime to expand its illegal settlements.

The plaintiffs, including activist Bassem al-Tamimi and more than 30 others, targeted billionaire casino magnate Sheldon Adelson, Volvo, Israel Chemicals, Bank Leumi, Bank Hapoalim, and a number of others for their alleged role in the expansion of the illegal settlements in the occupied Palestinian territory “in a manner injurious to the Palestinians and their property rights,” Israel’s Ynetnews daily reported on Friday.

The nearly 200-page lawsuit, brought by Washington lawyer Martin McMahon on behalf of its plaintiffs, was filed in Washington DC federal court on Monday.

According to the lawsuit, these individuals, companies, and non-profit organizations have funded the Israeli military’s criminal activities, including “ethnic cleansing, home demolitions, murder, mayhem, arms trafficking, and breaking bones of Palestinian demonstrators.”

During the past 40 years, the parties named in the suit also “have been committing the war crime of pillage by stealing and exploiting valuable minerals from Palestinian properties,” plaintiffs went on to say.

Pro-government militias fighting in South Sudan’s civil war have been offered women to rape in lieu of wages, according to a UN report. The document also includes harrowing accounts of opposition supporters being killed.

Credible sources indicate groups allied to the government are being allowed to rape women in lieu of wages but opposition groups and criminal gangs have also been preying on women and girls,” said the UN human rights office, which published the report on Friday.

Over a five-month period last year, more than 1,300 rapes were reported in South Sudan’s Unity State – just one of the country’s 10.

One woman described being stripped naked and raped by five soldiers on the side of a road in front of her children. She said she was then raped by more men in the bushes, only to return to find her children missing.

Another victim said after her husband was killed she was tied to a tree and forced to watch her 15-year-old daughter being raped by 10 soldiers.

Five years ago a killer tsunami knocked out the Fukushima Daiichi nuclear plant, spewing radiation and forcing 160,000 people to flee their homes. Authorities in Japan want locals to think “nothing happened,” documentary director Jeffrey Jousan told RT.

“The government prints the number of people who died as a result of the 2011 disaster in the newspapers every day. [In some other prefectures], the [death toll] amounts to 300-400 people in each prefecture, but in Fukushima it is over 8,000 people,” Jousan, a US director and producer who has been living and working in Japan since 1990, said.

“It is very telling about the situation in Fukushima. It is hard for everyone who is affected by the tsunami, who lost their homes and lost their families. But [in Fukushima], people are not able to go back home, they are unable to work because people won’t buy food from Fukushima, farmers cannot farm anymore. It is affecting people, and more people are dying because of that.

It is shocking… to see [how] many people have died in Fukushima,” the co-director of the documentary film ‘Alone in the Zone’ told RT.

According to the US filmmaker, living in temporary housing is quite unpleasant. “The houses are very small, you can hear people through the walls, you can hear people flushing the toilet three or four floors down. In the places where the communities are not very strong, there is still a lot of animosity between neighbors, lots of people just stuck inside and never come out.”

With accusations of rape and other offences mounting against migrants, Germany has launched a special website to educate the newcomers about European sexual values and reproductive health.

The website, entitled “Zanzu: My body in words and images,” was set up by the German Health Ministry in late February.

The portal, which is available in 12 languages, including English, French, and Arabic, was designed to “give migrants, who have been in Germany for a short time, the opportunity to inform themselves on sexual and reproductive health,” the German edition of The Local cites.

Zanzu provides a detailed look into all aspects of sexual life, touching on both physical and legal matters.
